President Benigno Aquino III chaired an emergency meeting on 15 July 2014 of the National Disaster Risk Reduction & Management Council (NDRRMC) at Camp Aguinaldo, Q.C., on Typhoon Glenda. Heads and representatives of NDRRMC government agencies briefed the President and attendees as follows:

 

  • PAGASA reported that as of 2 pm (14 Jul), storm signal number 3 was raised in Catanduanes which was experiencing wind gustiness of 160 kph.
  • Rainfall forecast from 8 am (15 Jul) to 8 am (16 Jul): 300-600 mm affecting Catarman, Virac, Catbalogan, Masbate, Borongan. Also Antique, Aklan, Zamboanga Peninsula, Cotabato, Palawan, Central Luzon and Bukidnon
  • From 8 am (16 Jul) to 8 am (17 Jul), rains would affect Western and Southern Luzon, NCR towards Zambales
  • From 8 am (16 Jul) to 8 am (17 Jul), rains would affect Western and Southern Luzon, NCR towards Zambales
  • Between 6-7 pm on 15 July, storm would have a landfall in the Albay-Sorsogon area, then cross Albay towards Southern Luzon
  • between 8-11 am on 16 July, storm would hit NCR and have a landmass exit via Zambales
  • Storm was expected to leave Philippine area of responsibility by 17 July (Thursday)
  • Stormy weather, rains and gusty winds and storm surge of up to 3 meters high was expected
  • Expected floods in Bicol region,
  • Bicol river basin, Marikina river and Pampanga-Agno river were being monitored; rainfall was expected to be below critical level.
  • Storm surge simulations were also conducted by a modelling team of Project NOAH; validations of the predicted 1.5 m to 2 m surge in Camsur, Ragay Gulf, Lamon Bay and Manila Bay would only occur when surge has taken place
  • OCD reported that 31,000 families in Albay, Sorsogon, Catbalogan and Tacloban have been evacuated
  • 2,064 schools all over the country have been designated as evacuation centers 8,000 sea passengers were stranded with vessels taking shelter near ports
  • 30 domestic flights and 4 international flights cancelled as of 4pm on 15 July
  • Tarpaulins along highways were already rolled down, per MMDA guidelines
  • Cranes on high rise in Makati, Binondo were clamped
  • Local government units were expected to provide periodic reports on demographics, number of evacuees, food availability
  • DPWH would preposition mobile drainage systems along EDSA, Lagusnilad, Quezon Avenue, Espana, Araneta Avenue
  • DSWD ensured Cavite to Tondo portions open to Manila Bay had pre-emptive evacuation of residents
  • At least 135,982 households in the municipalities that were considered to be highly susceptible to flood waters were evacuated
  • Classes were suspended at all levels for 16 July 2014.

The President instructed that all agencies must ensure compliance to directives on calamity protection in the thematic areas of resilience, preparedness, response and recovery. All LGUs were to be briefed on courses of action and the need to report periodically.

According to NDRRMC, as of 18 Jul, a total of fifty-forty (54) persons were reported dead, one-hundred (100) were injured and three (3) are still missing in Regions I, III, IVA, IV-B, V, VIII and NCR. A total of 167,293 families / 882,326 persons were affected in NCR and Regions I, III, IV-A, IV-B, V and VIII. For further updates, kindly refer to the NDRRMC website: www.ndrrmc.gov.ph
