Aquino declared a state of calamity in Marikina, Malabon, Navotas, Valenzuela, San Juan, Pasig, Pasay, Caloocan, and Pateros in NCR, Bataan, Pampanga, Zambales, Bulacan in Region III, Laguna in Region IV-A, and Palawan (Culion, El Nido and Linacapan only) in Region IV-B, following torrential monsoon rains that resulted in massive flooding,
As of 2:37 a.m. of 9 August, the water level of Marikina River reached an alarming state of 19.8 meters. Forced evacuation has been implemented on all residents.
In its Situation Report No. 05 (as of 9 August 2012, 6:00 am), the National Disaster Risk Reduction and Management Council of the Philippines (NDRRMMC) has placed the death toll at 19. Nine of the dead were from Barangay Commonwealth in Quezon City due to a landslide incident.
A total of 454,093 families / 1,953,481 persons in 28 municipalities/ 30 cities in 16 provinces of Regions I, III, IV-A, IV-B, VI, and NCR were affected by the floods. Of this number, 111,079 families/538,445 persons are currently served inside and outside evacuation centers.
According to PAGASA, the SW will Monsoon will bring occasional rains to Luzon, becoming frequent over the western section, which may trigger flashfloods and landslides.
