As of 21 February 2013, Php 830,877,419.71 in monetary donations were accounted for the victims of Typhoon Pablo.

On 25 January 2013, the United Nations Office for the Coodination of Humanitarian Affairs (UNOCHA) launched a Revised Typhoon Pablo (Bopha) Action Plan that increased the target international assistances to USD 76M.  This is a 17% increase over the original appeal of USD 65M.

According to Ms. Luiza Carvalho, UN Resident and Humanitarian Coordinator for the Philippines, there is a need for durable shelters as about 216,000 homes have been destroyed.  In comparison to Hurricane Sandy, which was a Category 1, Typhoon Pablo was a Category 5.  The rebuilding of new shelters will be on new relocation sited to be identified by the DOST and DENR by the end of February.

There remains a need for the sustenance of health and nutrition needs for the affected population.  The survivors are still vulnerable to the environment as shown by the recent flash floods that hit Davao.

The UN is targeting to help more than 923,000 people.  These are the most vulnerable and most in need of assistance although the total affected population is estimated to be 6.2 million people.

The target areas for the delivery of assistance are Davao Oriental. Compostela Valley, Agusan del Sur and Surigao del Sur.

According to OCHA, USD 27M in funding has been received so far, while unmet requirements total USD 49M.

The Philippine Government's response to the Typhoon Pablo devastation has shifted from emergency response to rehabilitation and restoration.  Various government agencies will be meeting next week to discuss a Typhoon Pablo master plan for rehabilitation.  The discussion will include plans for the 1) relocation or resettlement of affected families, 2) restoration of livelihood, educational institutions, hospitals, 3) restoration of infrastructure and 4) provision of social services.

International donors giving in-kind items should consign their donations to DSWD, c/o Secretasry Corazon Juliano-Soliman, to avail of tax and duty free entry of relief items.

Based on the latest NDRRMC's Situation Report, 1,067 were reported dead.  Of the dead, 342 remain unidentified.   The injured number 2,666 injured and 834 are listed as still missing.  711,682 families or 6,243,998 persons were affected by the typhoon’s devastation.  Forty(40) cities and thirty-four (34) provinces of Regions IV-B, VI, VII, VIII, IX, X, XI, XII and CARAGA were affected.

CARAGA is composed of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, Dinagat Islands and Butuan City.

The total cost of damages was placed at PHP 36,949,230,987.07 (PHP 36.9B).  Damage to infrastructure is PHP 7,565,044,810.00 while damage to agriculture is PHP 26,525,663,474.07; damage to private properties: PHP 2,857,522,703.00.

According to the Department of Agriculture, about 26,160 hectares of crops in 18 provinces from 6 regions in Mindanao (Regions IX, X, XI, XII, XIII and ARMM) were affected.

TO MONITOR disaster relief operations at the local government level, the regional office of the Department of Social Welfare and Development (DSWD) has installed provincial and municipal disaster operation teams in areas affected by Typhoon Pablo.

"In carrying out their tasks, our teams will coordinate with the Provincial/Municipal Disaster Risk Reduction and Management Council (P/MDRRMC) and with the Incident Command Post in the respective local government units," DSWD-Davao Director Priscilla N. Razon said.

Provincial team leader identified for Compostela Valley is Raquel E. Nunez, chief of Policy and Plans Division; Davao Oriental has Rebecca A. Santamaria, head of Poverty Reduction Unit; and Davao Del Norte has Ma. Elena S. Labrador, chief of Institutional Development Division.

Team leaders at the province are to ensure that food and non-food relief assistance are delivered according to the distribution plan and likewise ensure retrieval of the relief distribution sheets.

They will also provide technical assistance to the municipal teams in the implementation of the cash/food-for-work program, Camp Coordination and Camp Management, Shelter Assistance, Livelihood and other interventions and services needed by the affected families and communities, Razon said.

On one hand, DSWD Municipal Disaster Teams will undertake monitoring of disaster operations in the affected towns in coordination with the Municipal Social Welfare and Development Office and with other agencies involved.

Submission of duly accomplished Relief Distribution Sheets and periodic Disaster Monitoring Operations Report also form part of the team’s responsibility, Razon added.

Meanwhile, the department has deployed 365 area supervisors and enumerators in all affected municipalities to administer Family Survey using the Disaster Assistance Family Access Card (DAFAC). This survey aims to validate status of the affected families and will serve as reference for provision of additional and appropriate intervention/s required per family.

In its continuing disaster relief operations, DSWD accepts Cash donations at the DSWD XI Regular Trust Fund with DBP Account No. 0915-010155-030.

Donors may also direct their donations to the DSWD XI Cashier’s Office at R. Magsaysay Ave., Davao City.

For the 24/7 repacking of relief goods, DSWD needs volunteers at the Disaster Relief Operations Center at the DPWH Depot in Panacan, Davao City.
